The state budget provides operating support to local housing authorities (LHAs) throughout the state. These subsidies allow LHAs to provide affordable rentals to low-income families, elderly, and people with disabilities.

The LHAs around Massachusetts house families with children, seniors and persons with disabilities. The state supports these housing authorities both through the annual state budget and through the capital budget to help maintain these units. Public housing units are available to low-income families as well as to elders and people with disabilities living at or below 80 percent of area median income. These tenants on average pay no more than 30 percent of their income in rent. The remainder of the rent is either subsidized by the state or the LHAs.
