Programs for Specific Student Groups

Among grant programs administered by the Department of Elementary & Secondary Education are a few that provide services for targeted subsets of students, including special education students, students with disabilities, minors serving time in prison, and students of color living in racially segregated neighborhoods.

Total spending on these targeted programs is quite small compared to total state spending through the Chapter 70 aid program. Among these targeted programs, the Special Education Circuit Breaker program is by far the largest.
