Services for Infants and Parents (Family Support and Engagement) funds two grants administered by the Department of Early Education & Care (EEC). The Coordinated Family and Community Engagement (CFCE) grant funds approximately 100 CFCE grantees across the state which deliver family support programs, parent education, and information and referrals for other comprehensive services. The Educator and Provider Support (EPS) grant funds professional development for providers including coaching and mentoring, educator planning and competency development/training.

CFCE grantees support children and families and provide families with information concerning the early education and care of their children. Grantees serve as a community-based information hub for all families in order to increase knowledge of accessibility to high quality early education and care programs and services for families with children birth to age 8. Grantees assist families in accessing EEC financial assistance and supply information about parenting, nutrition, reading and education. Family strengthening is an underlying goal of all services. Providing comprehensive information and staff support allows parents to make informed decisions about the care and services their child needs. Grantees also help build the capacity of the network by providing linkages between the community organizations and information to educators and providers to deliver the highest quality services possible.

Funds from this grant may be spent on salaries, consultants, supplies, equipment, travel and other operating costs. However, funds from the CFCE grant may not be spent on professional development activities. These activities are funded through this line item out of the EPS grant.

The EPS grant stipulates that 25 percent of funds go towards coaching and mentoring activities which document the goals, conditions and duration of the services provided to educators. At least 33 percent of funds must be allocated for coursework which results in competency building. Competency building services must offer course offerings which are practice-based. Programs should partner with 2-year and 4-year institutions of higher education and coordinate with CFCE grantees to provide the broadest offerings to the greatest number of educators. Opportunities should be aligned with EEC's QRIS Standards and be targeted to educators and providers that serve children with the highest needs – those children facing multiple risk factors.

Funding also supports planning and the continual assessment of best practices in the professional development field. Course satisfaction surveys, the development of individual plans for educators, communication of offerings and providing equitable access are all part of the planning that EPS grantees conduct in offering the most optimal professional development programs possible.
