Each year,The Department of Early Education and Care (EEC) contracts with the Public Consulting Group (PCG) to match how many kids receiving EEC funding are eligible for federal reimbursement through Title IV-E of the Social Security Act. Eligible kids also have an open case with the Department of Children and Families (DCF).

PCG has been contracting with EEC for many years to maximize federal reimbursement for children involved with DCF while also receiving a subsidy from EEC. In the past PCG has been paid 8 percent of the total federal revenue the state receives from their work. This 8 percent reimbursement remains the same, but this new line item allows EEC to pay PCG more directly streamlining the process for payment.
