This line item funds the administration and operations of the Division of Housing Stabilization (DHS) in the Department of Housing and Community Development (DHCD). Funding pays for DHS personnel including central management, support personnel and the caseworkers who determine whether families are eligible for homeless shelter and housing assistance overseen by the Division.

The DHS supports caseworkers who work in the Department of Transitional Assistance regional offices to help low-income families who are homeless or at risk of losing their housing. The caseworkers both determine whether the families are eligible for homeless or housing assistance based on the state guidelines, and connect these families with the resources necessary to either stay in temporary shelters or to secure permanent housing.
