After-School and Out-of-School Grants provide funding for after-school and out-of-school time (ASOST) programs to provide quality academic and social supports to students both during the school year and the summer months. Serving students with greater needs is prioritized in ASOST grant awards.

ASOST grants can apply to a variety of after-school activities, including academic support, health and wellness programs, arts, and community service activities. Grant recipients can be school-based or community-based programs, and preference is given to applications developed collaboratively between schools and community-based programs.

High-quality after-school programs supplement learning initiated during the traditional school day and help kids develop into productive citizens and healthy members of their communities. The Department of Elementary and Secondary Education (DESE) along with the Department of Early Education and Care (EEC) have implemented ASOST grants in ways that aim to increase quality of after-school services.

Quality elements as defined by DESE and EEC include comprehensive academic and non-academic services, partnerships with community organizations, serving special populations, family outreach, highly-qualified staff, and effective evaluation systems. Quality after-school programs can improve a variety of academic and non-academic outcomes for kids such as health, wellness, self-esteem, relationships with caring adults, and academic performance.

In FY 2013, this program funded 68 grantees that were project to serve a total of 11,300 students statewide. ASOST grants primarily supported students with the greatest need as 80 percent were low-income, 27 percent were English Language Learners, and 22 percent were students with disabilities.

Funding for After-School and Out-of-School Grants was reduced from $3.4M to $2.7M through a mid-year cut of $715,000 to the FY 2017 budget.
